Main Purpose of Job
This position will manage and oversee all program functions, ongoing operations, and financial sustainability of the twenty Aging and Disability Resource Centers, locally known as Maryland Access Point (MAP) and the MAP online searchable database. MAP is designated as the single point of entry to facilitate access to Medicaid and private resources for long-term services and supports for older adults, persons with disabilities, and their caregivers and families. MAP provides information, referrals, and options counseling to assist individuals with planning and making informed choices. MAP is administered by the Maryland Department of Aging in collaboration with the Maryland Department of Health. Additionally, MAP partners include the Maryland Department of Human Resources, Department of Disabilities and related Centers for Independent Living; and Governor's Office for the Deaf and Hard of Hearing.
POSITION DUTIES
Oversight of all MAP activities and program monitoring to evaluate the efficiency of operations at all local MAP sites.
Work with IT staff to support the ongoing functionality and maintenance of the MAP searchable database and train staff to add and update resources information.
Provide ongoing guidance to local MAP sites on the utilization of state and non-federal funds for obtaining the Federal Financial Participation (FFP) reimbursement.
Oversight of the daily time-study methodology and validation system for calculating the percentage of FFP reimbursement.
Monitor and coordinate the collection of required state and federal reports for MAP Information and Assistance and FFP.
Conduct public outreach and coordination with new referral sources to expand MAP online services and provider database.
Identify new revenue producing efforts to support the sustainability of all local MAP sites and Maryland’s efforts to divert individuals from institutional placement.
Provide Options Counseling training and assist with the evaluation of Alliance of Information and Referrals Systems (AIRS) and certification for all MAP partners and Options Counselors.
Become a certified Person-Centered Thinking (PCT) trainer; assist with developing person-centered training curriculums for MAP staff, LTSS providers and supports planners, families and informal caregivers.
Perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
At least two years of experience working in the human services field with a focus on aging and individuals with a disability.
Experience developing training materials and conducting trainings.
Experience in public speaking
Proficiency with Microsoft Excel.
Strong customer service, oral and written communication skills.
Time management, priority setting, and problem-solving skills.
Team player and motivator.
