Introduction

This is a position specific recruitment in which the Maryland Department of the Environment/Land Management Administration. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within the classification must re-apply.

This position is an office and field position that will be required to work in Garrett and Allegany Counties.

Main Purpose of Job

This is the entry level position in the field of environmental regulatory compliance in the areas of water pollution control, resource management, sediment/erosion control, nontidal wetlands, flood control and waterway construction, coal and mineral surface mining and stormwater management. This position will learn to provide assistance to coal mine permittees, consultants, corporate officers, and attorneys in planning, designing and managing the environmental impacts of their operations. This position will learn to ensure compliance with State and Federal environmental laws and regulations through consultation, negotiation, inspection and investigation activities and initiate enforcement actions.

The incumbent of this position must be able to handle external customers in the field, on the phone and at the office. Customers at times may be irate.

The incumbent must also be comfortable with field work sometimes in very harsh weather conditions.

Working conditions of this position are as follows:

  • Work may involve exposure to uncomfortable or unpleasant surroundings.  The range of sites is extensive.  Consultations are performed on coal mine sites, in deep operating pits, underground workings, other on rugged terrain adjacent to coal mining sites, etc. Generally, consultations are performed potentially in uncomfortable setting (outside in inclement weather; at mining sites with loud heavy equipment running in the background, etc.). 
  • Hazardous conditions may exist at sites.  Walking over rough surfaces and terrain on examining sediment traps, stormwater ponds and dikes around heavy equipment presents potentially dangerous conditions which could result in injury.  Handling chemical testing agents and taking samples  potentially exposes personnel to serious physical impairment. 
  • At many sites water quality samples are taken.  This requires personnel to carry chemicals, equipment and tools, water samples and files.  Consultations conducted in the field require climbing over spoil piles, through rock-lined ditches, crossing streams, etc. 
  • Many consultations require the use of protective gear described above to ensure that staff is not harmed by falling or blasted rock and direct contact with harsh chemicals. 

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: None.

Notes:
1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required bachelor's degree. 

2. Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Knowledge of environmental onsite inspections; 
  • An engineering, surveying or technical background;
  • A geology or physical geography degree or course work;
  • Must be able to read a map accurately and understand basic mapping functions;
  • An aptitude toward record keeping and orderly functions in an office setting;
  • Proficient in utilizing, developing and maintaining Excel spreadsheets;
  • Must be multi-functional and able to prioritize and handle multiple tasks.

LIMITATIONS ON SELECTION

This position is a 60% office and 40% field position that will be required to work in Garrett and Allegany Counties.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area in which they are working.

Employees in this classification are subject to call-in and, therefore, will be required to provide the employer with a phone number where they can be reached.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process. The assessment will be a rating of your education, training and experience related to the requirements of this position. Therefore, it is important that you provide complete and accurate educational and employment information on your application. Successful candidates will be ranked as Best Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required. Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
