This is a technical position in the Lead Poisoning Prevention Program, Land and Materials Administration. The main purpose of this position is to provide technical expertise for the Lead Accreditation and Oversight Division in the field conducting inspections for environmental regulatory compliance. The incumbent of this position will be responsible for inspecting regulated facilities, mainly residential rental properties and lead abatement construction projects throughout the State to ensure compliance with current Maryland State laws, federal regulations, and local orders. This may include compliance with environmental regulations, hazardous waste regulations, airborne particulate regulations, water pollution control regulations, regulations for the control of ionizing radiation, the U.S. EPA’s Renovation Repair and Painting Rule, Toxic Substances Control Act and Safe Water Drinking Act regulations. The incumbent will also provide technical, evaluative, consultative and professional assistance concerning lead hazards and associated multi-media regulations to State, local and private agencies as well as the public at large.  In addition, prevention, control, evaluation, and oversight of projects related to remediation of environmental lead hazards are emphasized.

The incumbent in this position is required to perform inspections at residential rental properties and construction sites throughout the State of Maryland or assigned areas in all weather conditions, predominantly in urban settings with properties in various stages of repair. The incumbent will be responsible for the inspection of commercial and public buildings and construction projects including steel structures such as bridges, or elevated storage tanks where accessing the work areas for inspection requires climbing ladders.  This position require the incumbent to wear protective equipment such as hard hats, impervious gloves, half-face air purifying respirators and foot booties when inspecting lead abatement projects.  The incumbent will be required to successfully obtain, or pre-possess Maryland Lead Paint Service Accreditations, as a Visual Inspector, Inspector Technician and/or higher accreditations. Also, the assigned duties requires the operation of a motor vehicle and the incumbent will need to possess a motor vehicle operator's license valid in the State of Maryland.

Education: Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: One year performing environmental regulatory copliance work in more than one of the following areas: water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control;

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required bachelor's degree.

2. Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.

It is preferred that the selected candidate has the following:   

• Experience providing lead paint services; including but not limited to, positions as an inspector.
• Experience performing environmental investigations or inspections.
• Experience negotiating or recommending corrective actions following environmental or regulatory violations.
• Experience managing environmental clean-up or other projects.
• Experience reviewing, interpreting and advising the public regarding federal, state or local laws and regulations.
• Must be able to work alone in uncomfortable, sometimes contentious situations and unpleasant surroundings.
• Ability to study, evaluate, track, and prepare technical reports regarding environmental activities and data.
• Experience utilizing MS Excel spreadsheets, MS Access databases, or other statistical software to manage and evaluate data; including, creating and producing reports for management.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area in which they are working.
