Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

This position is limited to candidates willing to work on the Eastern Shore as well as Cecil County.

Main Purpose of Job

This is the first level of supervisory work in the field of environmental regulatory compliance. The incumbent assists the Division Chief in the management, planning, and supervision of staff and operations of the Division. Through various enforcement strategies, employees ensure compliance with State and Federal environmental laws and regulations concerning water pollution control, resources management, sediment/erosion control, agriculture operations, tidal and nontidal wetlands, flood control and waterway construction and stormwater management.

This position is located at the Maryland Department of the Environment's Cambridge Field Office and limited to candidates willing to work on the Eastern Shore as well as Cecil County.

Additional office duties include review of Environmental Compliance Specialists field inspection reports, assisting them on determining whether enforcement assessment will be pursued, and meeting with alleged violators in the field.

Once an Enforcement Action is initiated, the incumbent will review that process and compose enforcement assessment letters for review by the Division Chief.

Working conditions while performing field work may include the following:

  • Performing consultations in large disturbed areas, the middle of a wetlands, in remote and topographically challenging areas, and still others are performed at sewage treatment plants, etc. Consultations may be performed in potentially uncomfortable settings (outside in inclement weather; at construction sites with loud heavy equipment running in the background, etc.). Consultations at sewage treatment plants or other waste treatment facilities may encounter pungent and other unpleasant odors.  Walking over rough surfaces and terrain on examining sediment traps, stormwater ponds and dikes around heavy equipment presents potentially dangerous conditions which could result in injury.    Also, natural biological hazards such as soil bacteria, allergens, ticks, rats, mosquitoes, snakes, can also be encountered.
  • Consultations conducted in the field may also require climbing over spoil piles, through rock-lined ditches, crossing streams, etc.
  • Many consultations require the use of protective gear such as goggles and gloves to ensure that staff does not come into direct contact with harsh chemicals and toxic byproducts of industrial activity.  Basic protective equipment provided include steel-toed boots, rain-and chemically resistant outer garments, respirations, dust masks, assorted protective gloves, goggles, hard hats, and earplugs.  Incumbent is expected to provide suitable work clothes for dirty, dusty environments and all weather conditions, including very hot and very cold weather.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: Four years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:
1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required bachelor's degree. 

 2. Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

 3. Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  •  3 years of inspection and enforcement experience in water related medias (e.g., Erosion & Sediment Control, NPDES, Wetlands and Waterways);
  • Knowledge and/or experience with environmental enforcement procedures for Administrative, Civil, or Criminal actions;
  •  Strong leadership, team building and customer service skills;
  • 1 year of experience supervising an environmental staff;
  •  Strong computer skills in various computer software applications.

This position is limited to candidates willing to work on the Eastern Shore as well as Cecil County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area in which they are working.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better, or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
