Main Purpose of Job

This position functions as a Contracts Manager for the Department of Human Services (DHS), Family Investment Administration (FIA): Supplemental Nutrition Assistance Program Employment and Training. The incumbent in this position provides expert advice, consultation, information, guidance, interpretation and technical support in conjunction with other DHS staff, and exercises authority in contracting decisions and relations with partners that require the consistent use of independent judgment. This position also works closely with leadership staff and other State agencies in support of better collaboration and innovation in contracting practices.

POSITION DUTIES

Monitors and tracks contract performance of Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) partners and Local Department of Social Services (LDSS). Serves as liaison with SNAP E&T partners and community partners in matters relating to program activities; organizes, conducts meetings and presentations. Explains contract program requirements and services; advises vendor applicants of available services, contract program requirements, and application procedures. Collects data to quantify SNAP E&T contractor performance and confirms data integrity of quarterly reports. Conducts on-site monitoring of SNAP E&T partners contracts and agreements, and provides detailed report of site visit to Program Manager, Director of Workforce Development and FIA management central staff. Reviews legislation, laws, policies and procedures, and other jurisdictions best practices and make recommendations for improvements based on analysis to ensure compliance with State and Federal policy. Assists in the development of SNAP E&T plan and reviews from the submitted Partnership for Achieving Self Sufficiency (PASS) plan. Monitors and tracks all data management reports (WORKS, Client Automated Resource and Eligibility System (CARES), Data Watch, Quality Control and others) impacting compliance with SNAP E&T goals and requirements; and performs other related duties.  

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

One year work experience monitoring and tracking performance of service delivery partners and composing data management reports of a human service program.

One year use of computer experience with: MS Office and network systems such as WORKS, CARES, Data Watch, and Fiscal Management Information System (FMIS).

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
