Main Purpose of Job

Will coordinate and oversee the administration of the Department's Veteran-Directed Care (VDC) Program in collaboration with the VA Maryland Health Care System (VAMHCS) to ensure adherence to the program's principles of participant-direction and person-centered planning and compliance with program policies and procedures; and serve as the liaison between the VAMHCS, Financial Management Service (FMS), and participating Area Agencies on Aging (AAAs) and Centers for Independent Living (CILs).

POSITION DUTIES

Oversight of participating AAAs and CILs who provide supports planning services for the VDC Program and the FMS that provides participant-directed financial services for enrolled Veterans.

Day-to-day activities related to the initial referral and ongoing enrollment process and procedures; participant budget plans, incident reports, and services.

Training and ongoing technical assistance to Supports Planners.

Billing activities that include processing monthly invoices, participant spending reports, and UB-04 claim forms.

Tracking administrative payments from the VAMHCS.

Conducting participant satisfaction surveys.

Monitoring the quality of all program operations, including supports planning, financial services, and participant feedback.

Compiling required documentation and reports for the VAMHCS on a monthly, quarterly, or as needed basis.

Revising program guidelines and procedures, as needed, in collaboration with the VAMHCS.

Ability to problem solve.

Customer Service

Proficiency in Microsoft Excel.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience working with the Veteran-Directed Care program or other home and community-based services or programs for Veterans

Experience in public speaking.

Experience conducting trainings.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
