Main Purpose of Job

Administers the federally funded State Health Insurance Assistance Program. Provides program management including the development and review of program budgets, policies, and procedures, strategic planning, training development, and public education strategies. Analyzes statewide data, tracks demographic trends, including Medicare changes. Writes grants, reports, and publications. Provides training and technical support to strengthen the capacity of local grantees.

POSITION DUTIES

Drafts program policies, procedures, and standards.

Develops program budget and monitors expenditures. 

Analyzes statewide data, tracks demographic trends, including Medicare changes.

Ensures federal compliance.

Writes grant proposals, reports, and publications.·

Develops and provides training and technical support to strengthen the capacity of local grantees to manage local programs, recruit volunteers, and maintain Medicare expertise.

Works with federal and state Medicare benefit and policy experts.

Resolves administrative and program questions that support the work of local grantees. 

Develops statewide outreach and education strategies and materials.

Collaborates with national, federal, state, and local partners.

Represents the Department on committees, boards, task forces, and advisory groups.

Shares best practices with national, federal, state, and local grantees.

Informs legislative activities of the Department. 

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Excellent grants management skills

Excellent organizational, written, and oral communication skills

Experience with Microsoft Excel and federal and/or state data systems

Knowledge of the Older Americans Act, Medicare and related health insurance expertise

Knowledge of Maryland’s statewide Aging Network

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
