Main Purpose of Job

This position functions as a Time Study Specialist for the Department of Human Services, Budget and Finance, Cost Allocation and Revenue Management (CARM) Unit. The incumbent in this position administers the statewide Random Moment Sampling Time Studies for: Family Investment Administration (FIA) and Social Services Administration (SSA) by reviewing and analyzing sample response data submitted daily by the local departments via an electronic database. The Random Moment Time Study (RMTS) allow us to randomly send out 6000 samples each quarter to staff according to Federal guidelines, to determine what activities they are performing at a specific time and used for the purpose of cost allocation. 

POSITION DUTIES

Monitors, reviews and analyzes online time study database response from program participants to ensure compliance with Federal guidelines; analyzes data and compiles research in order to update and document all changes to the database system; provides quality assurance through log books and weekly review of all data elements; reviews all database response entries daily for completeness and accuracy; maintains and updates changes to the database; distributes and reviews local office online rosters quarterly for accuracy; organizes all time study statistical data in a notebook and electronic folder and maintains constant communication with workers and supervisors; responds to participant questions, resolves discrepancy issues, and trains new participants as requested; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

One year experience using computerized fiscal applications and software including spreadsheet and database applications.
