Main Purpose of Job
Supervise the overall maintenance production of the Maryland State Library for the Blind and Physically Handicapped, Maryland State Library, and other duties as required. This position requires the ability to think independently and make decisions in an emergency. Under the direction of the LBPH Director, oversee and monitor the performance of the Comprehensive Building Management Services contract at the Library for the Blind and Physically Handicapped (LBPH) as well as the Maryland State Library. Performs necessary administrative and maintenance tasks to properly operate the facility. The Building Manager must work independently and is expected to maintain a schedule of work.
POSITION DUTIES
Oversees the Comprehensive Building Management Contract.
Schedule and assign daily tasks to maintenance and housekeeping based on the urgency of need.
Inspect completed repairs to ensure adequate completion.
Participate in the preventative maintenance, repairs and installation of all agency equipment and its facilities.
Responsible for preparing preventative and predictive maintenance schedules.
Review monthly maintenance report submitted by the Building Maintenance Contractor.
Keeps Director and Assistant Branch Chief of LBPH current and up to date with all pertinent matters concerning the maintenance and operation of the building.
Oversees building security services.
During evacuations, assists emergency response teams in assessing building condition, locating missing personnel., shutting off utilities, and delivering a status report to assembly point leaders.
Implement programs to prevent injury to workers and damage to the environment.
Inspect workplaces for adherence to regulations on safety, health, and the environment.
The library is open the second Saturday of each month from 10:00 am to 2:00 pm. Employee is on call and must be available to work all maintenance and weather emergencies, after hour building and weather erlated emergencies, e.g. building plumbing leaks, snow removal, etc. Work site to continue agency operations during an emergency situation. (Extreme weather conditions related to homeland security crisis).
MINIMUM QUALIFICATIONS
Education: Completion of eighth grade.
Experience: Five years experience in the building maintenance or building construction trades including four years of responsibility for assigning, reviewing and approving the work of other building maintenance or building construction workers.
Note: Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
