Introduction

The Department of Labor, Licensing and Regulation, Office of General Services is accepting applications from qualified candidates for the Administrative Specialist III position. This position is to assist in the monitoring of DLLR's capital fixed assets which total $20 million.

Main Purpose of Job

The main purpose of this position is to assist in the monitoring of DLLR's capital fixed assets which total $20 million. The monitoring includes tracking additions, dispositions, and transfers of fixed assets for a cabinet level State agency. The position is also responsible for reconciliations of fixed assets for all organizational divisions within the Department, as well as conducting yearly physical inventories. The effective management of fixed assets allows other DLLR employees to provide 'high quality, customer-focused' services to Maryland citizens.

POSITION DUTIES

Duties of this position include, but are not limited to:

Maintain Inventory records for fixed assets. This duty is performed through the use of he software program MITS. MITS is a custom-designed tracking system based on electronic barcode technology and Microsoft's Access. Duties require knowledge of adding records, marking records for disposal, and adjusting records with all appropriate data such as cost, location, serial #, make/mode of equipment, vendor, inventory dates, etc.

Schedule physical inventories of all DLLR locations. This is a yearly requirement and is facilitated through the use of PTC710 hand held scanner. After items have been scanned, knowledge on how to upload data into the MITS system is required.

Organize the disposal of property through the GovDeals process including posting, monitoring, capturing images, delivery to vendor, and filing the appropriate paperwork with MDGS. Assist in facilitating the disposal of excess Property with DLLR Accountable Officers in generating and verifying data on Excess Property Declaration forms to be submitted to DGS.

Create Standard and ah hoc reports from MITS. Standard reports include all items found and not found after a physical inventory. Items in on location, items created and disposed of in a time period. Ad hoc reporting requires he transfer of data out of MITS into other computer applications, such as Microsoft's Excel.

Assist in the monthly reconciliation of detailed fixed asses records with DLLR's Budget Division control account. Each month, a report of fixed asset adds, disposals, and adjustments are submitted to Budget in addition a balance sheet showing the previous month's value, along with the current month's activity is generated.

Assist in the reporting of missing or stolen property by submitting the appropriate forms to DGS and following up on updating record in the ITS system after authorization has been received from DGS.

Provides written inventory procedures for DLLR Accountable Officers upon request.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience coordinating annual physical inventories of fixed assets

LIMITATIONS ON SELECTION

This position is limited to current merit and contractual Department of Labor, Licensing and Regulation employees only.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
