This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The incumbent of this position will be responsible for verifying, vetting, and entering regulated data obtained from permit applications submitted to the Maryland Department of the Environment (MDE) into the Department’s Enterprise Environmental Management System database (TEMPO).  These activities establish the electronic record for facilities regulated by MDE. The incumbent of this position will be part of the Agency Interest Team (AI Team) and reports to the Director of Project Management in the Office of Information Management and Technology (OIMT). The AI Team is responsible for establishing facilities (Agency Interests), people, and organizations within the TEMPO database in accordance with established standards. It is imperative that this data be precise and factual so that all subsequent operations traced within TEMPO are accurate. Quality assurance and quality control of this entered data is paramount in accomplishing the mission, goals, and objectives of MDE. This position requires a high-level security to access the TEMPO database and must make decisions regarding the accuracy of the Agency Interest data for inclusion into the TEMPO database.  In addition, the incumbent will contact responsible parties at facilities regulated by MDE to verify data accuracy and correctness. MDE’s media Administrations will depend on the accuracy of this data to perform daily functions.  The incumbent will also be responsible for making recommendations regarding the improvement of the methodology for vetting and verifying data and for the entry of this data into TEMPO.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have the following: (Please indicate on your application if you possess any of the following:)

  • Experience working with Database Tracking Applications (MS Access, Oracle, MS Excel) to retain, manage and report data.
  • Experience analyzing environmental data to determine consistency and completeness of information.
  • Experience analyzing facility location information using ADC Maps and GIS tools to determine geo-coordinates.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees. 

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
