Introduction

The Department of Labor, Licensing and Regulation is accepting applications from all qualified applicants for Administrative Specialist III vacancy. The position exercises independent judgement and responsibility for the overall Boards' program and provides data and statistical analysis, including the research and compilation of data with respect to applicants seeking to qualify for licensure as well as with respect to consumer complaints.

Main Purpose of Job

In concert with the Boards and senior management, the incumbent manages the daily activities of the Board of Master Electricians and the Board of Stationary Engineers, herein after referred to collectively as 'Boards', in executing its mandate to examine, qualify, license and regulate licensees. The position exercises independent judgement and responsibility for the overall Boards' program and provides data and statistical analysis, including the research and compilation of data, with respect to applicants seeking to qualify for licensure as well as with respect to consumer complaints. This individual analyzes and interprets data, information and situations and makes recommendations when data does not conform to establishes standards, policies or laws. Responsibility for the compilation and preparation of required statistical tables, charts (including work-flow and organizational charts) and staffing patterns falls under the purview of this position. This position handles all correspondence and contact with the Boards by applicants, licensees and citizens, and assists in the preparation of final reports and suggested improvements for the advancement of the Boards' programs. The Administrative Specialist III works with the Central Licensing Staff to assure timely deposits of funds, license issuance, and may provide assistance in the formulation and preparation of the Boards' budget or portions thereof. The position manages the complaint process, seeking timeliness and fairness for both complainant and respondent. The Administrative Specialist III assists in the planning and implementation of new or revised procedures, practices, programs, exams and standard operation procedures. This position may supervise technical, clerical and/or temporary staff and performs other related duties as assigned.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Manages the daily activities of the Boards including examining, qualifying, licensing and regulating licensees.
  • Is responsible for communicating with all professionals, complaints, individuals testifying before the Boards.
  • Coordinates application and licensing processes.
  • Manages complaint intake, file maintenance, scheduling of formal and informal hearings, referrals for investigation and all contact with complainants and respondents.
  • Provides data and statistical analysis, including the research and compilation of data, with respect to applicants seeking to qualify for licensure as well as consumers filing complaints.
  • Answer walk-in, telephone and e-mail inquiries from professionals about the status of their applications, their eligibility for licensing, and requirements of the laws and provides appropriate forms.
  • Handles cash management functions and assures compliance with all related legislative audit requirements.
  • Assist in the planning and implementation of new or revised procedures, practices, programs, exams and standard operation procedures.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

Basic computer skills

Experience working with Boards and assisting with Licensing requirements and processes

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
