LOCATION OF POSITION

There are multiple positions available within the Office of Real Estate for the Department of General Services located in Baltimore City, Maryland.

Main Purpose of Job

The main purpose of this position is to review, analyze, approve and reject appraisal reports that have been prepared by contract appraisers. Reviews reports for compliance with Maryland law, State specifications, and professional standards, and analyzes the application of appraisal logic in estimating the value of real property. Reconciles the differences between differing estimates of value and makes recommendation of fair market value to the Assistant Secretary, Office of Real Estate and discuss/defend opinion of value as necessary. Writes staff appraisals either in furtherance of making a recommendation of value or as needed when fee appraisals are not available. These actions are performed for the Maryland Agricultural Land Preservation Foundation, Capital Grants and Loans programs (DGS & MDH) and other client agencies. These actions further the mission of this office, which is to purchase or dispose of real property for fair market value.

POSITION DUTIES

A Real Estate Reviewing Appraiser II, DGS is full-performance level work in the Office of Real Estate, Department of General Services, performing the review of appraisals made for the acquisition or disposal of real estate for the State of Maryland.

Duties for this position include but are not limited to:

- Reviews appraisals prepared by contract fee appraisers for compliance with Maryland law, State standards, law and professional standards.  This includes an analysis of the appraisal principles and procedures applied with a conclusion made as to each appraisal of its approval or rejection. Prepares review memorandum to convey the results of the review process.  

- Prepares in-house staff appraisals that are fully compliant with Uniform Standards of Professional Appraisal Practice (USPAP) and applicable State laws/regulations.  

- Discusses value and valuation issues with Assistant Secretary, and/or other Divisions to assist or participate in the negotiation process; BPW Items – Provides any needed data or backup for Board of Public Works Items; and Inter Governmental Relations.  Attends meetings with client agencies to discuss valuation concerns/issues.  

- Prepares and/or reviews bid packages for appraisal services from fee appraisers.  Appraisal Specifications / Methodologies – Assists in preparing Departmental appraisal standards, confers with other reviewers regarding unusual valuation assignments and serves as lead reviewer to less experienced review staff.  

- Provides assistance to the Land Acquisition & Disposal unit on an as needed basis in the form of negotiation and coordination on easement and disposal requests.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university including or supplemented by two courses in real estate appraising approved by the Maryland State Real Estate Appraisers Commission. One course must have been in the area of income capitalization, investment analysis, or industrial valuation.

Experience: Five years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real estate.

Note: Applicants may substitute additional experience as defined above on a year for year basis for the required education provided the applicant has successfully completed the required real estate appraising courses.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess experience with appraisal assignments for the Maryland Agricultural Land Preservation Foundation.

Preference will be given to applicants who hold the classification of Certified General Real Estate Appraiser for the State of Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
