Introduction

This is a position specific recruitment for the Department of Natural Resources, Chesapeake and Coastal Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Service (CCS) is currently accepting applications for an Administrative Officer III.

This position serves as a CCS Fiscal Officer and will join an enthusiastic administrative team of nine who administer CCS funds. This position is responsible for fiscal tracking of funding agreements with entities such as federal and state agencies, local governments and non-profit organizations. This position reviews and approves invoices and expenditures to properly disperse funds; develops, maintains and updates fiscal tracking spreadsheets; assists with procurement actions; and reconciles expenditures and encumbrances monthly. Federal regulations and State procurement law and regulations must be followed in performing these duties by interpreting and applying rules, regulations, processes and procedures.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

If not using substitution number 2 or 3 noted above, then one year of the above experience must have involved the review and approval of invoices.

DESIRED OR PREFERRED QUALIFICATIONS

Experience using the State’s Financial Management Information System (FMIS)/ Advanced Purchasing Inventory Control System (ADPICS.)  

Experience using Microsoft Excel to create spreadsheets and perform reconciliation activities.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
