Main Purpose of Job

The main purpose of the job is to investigate the labor practices of work providers in construction and landscaping industries and to identify situations in which an individual is being misclassified as an “independent contractor” when they are in fact an employee.

POSITION DUTIES

Investigate possible violations of the Workplace Fraud Act.  This includes (but is not limited to):

Formulating effective recommendations based on analyses conducted;

Conferring with administrative officials and staff specialists in order to exchange information pertaining to the program and to offer recommendations;              

Advising departmental officials regarding administrative practices, procedures and policies.    

Receive training in order to improve the incumbent’s abilities to perform the aforesaid duties.

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire.

One year of investigative, law enforcement, legal or paralegal experience (if you are not using the education substitution to meet the minimum qualifications).

DESIRED OR PREFERRED QUALIFICATIONS

A Bachelor's degree in criminal justice or law
Bi-lingual in Spanish and English
One year of experience in accounting
Experience in applying statues and regulations

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
