This is a position specific recruitment for the Maryland Department of Natural Resources, Information Technology Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments.

Main Purpose of Job

The Department of Natural Resources, Information Technology Service is currently accepting applications for an Administrative Officer III.

The main purpose of this position is to coordinate and carry out administrative functions of the Department's Information Technology and Licensing Services (IT&L) Division. This position supports all administrative functions of the Chief of Information Technology and Licensing Services and the Information Technology (IT) units of the Division and provides executive level coordination for some activities of the Department's Licensing and Registration Service. Responsibilities cover standard administrative processes such as personnel, procurement, and contract administration. They also include administration of special IT-related activities such as departmental hardware maintenance requests and departmental training in standard office software packages.

This position also functions as the Fiscal Officer, Human Resource Manager, and Risk Manager. Additional duties include: monitoring the budget; paying bills; preparing purchase orders; handling mail; coordinating the department's cell phone bill.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Please include clear and specific information on your application regarding your qualifications.

If not using substitution 2 or 3 noted above, then one year of experience working in an IT environment is required.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are strongly preferred:

  • Bachelor’s degree in Business, Accounting, Computer Science or Information Technology
  • Two years of experience managing budgets
  • Two years of supervisory or team lead experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
