Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Fishing and Boating Services Unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Main Purpose of Job

The Maryland Department of Natural Resources, Fishing and Boating Services Unit is currently accepting applications for an Administrative Officer III. This position is to plan, organize, implement and direct the administrative, fiscal and procurement functions of the Fishing and Boating Services Unit. The incumbent will assist with the preparation for the operating and capital budget, assist in preparing budget amendments, process invoices and vouchers for payments, and coordinate all procurement activities for the Unit including but not limited to preparing "Request for Proposals", "Invitation for Bids", preparing the service and/or maintenance contracts, Memorandum of Understanding (MOU), creating requisition and purchase orders using the State of Maryland Financial Management Information System (FMIS). This position will also keep track of contracts/MOUs, review encumbrance reports and reconcile monthly to ensure spending within the budget, and manage the Corporate Purchasing Cards (CPC) for the Unit by maintaining an accurate list of all active CPC holders and completing monthly CPC logs accurately and timely.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered; please include clear and specific information on your application regarding your qualifications.

If not using substitution 2 or 3 noted above, then one year of experience must have involved the procurement of commodities and/or services.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience working with FMIS/ADPICS.

2. Experience working with the State of Maryland budgeting process.

3. Experience and proficiency using Microsoft Excel.

4. One or more years of experience in preparing and tracking an operating budget.

5. Proficiency using spreadsheets for tracking contracts and expenditures.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland State employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
