This position is located at 1800 Washington Blvd., Suite 330, Baltimore, MD 21230.

Main Purpose of Job

This employee is responsible for the coordination, design and production from conception through completion -- of a diverse range of internal and external visual communications including newsletters, point-of-sale material, fliers, posters, advertising inserts, events signage, presentation materials, and digital and web graphics to meet the needs of a very busy communications division. The work produced by this employee will be under the direction of the Managing Director of Communications, who will review all materials. The position also requires the employee to promote the Maryland Lottery in a positive way by serving as a public relations “ambassador” for local, regional and statewide events. This includes but is not limited to all activities that support the organization, structure and focus of these events; providing information and entertainment to the public. Events include statewide and local fairs, festivals, conferences and more.

POSITION DUTIES

Graphic Designer/Publications Specialist
Coordinates and designs a broad range of visual communication pieces simultaneously, using various software and editing programs, including Adobe Creative Suite 6, which includes InDesign (an absolute must), Illustrator and PhotoShop, as well as Microsoft Office Suite (Excel, Publisher and Word). Graphic designs must display creative thought each step of the way -- from initial concept through finished product. This includes but is not limited to:  

o   Newsletters  (Employee and Retailer)

o   Point-of-sale materials  

o   Fliers and posters

o   Advertising inserts

o   Events signage

o   Presentation materials

o   Digital and web graphics

o   And More

Also responsible for creating and designing player-incentive promotional

give-away items, including but not limited to: t-shirt and hat designs,

koozies and mugs, key chains, lanyards, prize wheel inserts, pens,

holiday promotional items, cards and more to help promote the lottery

at the approx.. 100 events across the state.

 

Communications & Events/Outreach Liaison

Represents the Communications division and the Agency at many of the nearly 100 statewide, local and regional one-day and multi-day events across the state. Provides outreach to players, answers questions regarding products, promotions, agency initiatives, state beneficiaries and other relevant information.

Photographs winners, events and promotional activities using a DSLR cameras and/or iPhones. Shoots basic video when needed.

 

Interviews and photographs winners to further increase Agency exposure in various mediums including website and publications

 

Plans, prepares, composes, edits and publishes newsletters for different internal and external agency audiences

Interacts with the public at large and small-scale events and venues across the state, educating current and future players about the Lottery, its products and second-chance opportunities; entertaining them with games and promotional activities; and encouraging sales activity for the MLGCA.

 

 

Other Support Duties

Serves as drawing official for the Agency’s televised drawings, including but not limited to Pick 3, Pick 4, Bonus Match 5 and more.

Supports front-desk reception area, organizing front desk operations, troubleshooting customer complaints, and addressing concerns and/or issues.

Other duties as needed.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
