Main Purpose of Job

This position will be responsible for working closely with the Division Chief for Health Services Policy to perform high priority Medicaid policy analyses and implement high priority projects. This position will be the lead person in developing and submitting Maryland Medicaid State Plan Amendments. The State Plan is the officially recognized federal/state agreement whereby a condition of receipt of federal funds, Maryland Medicaid agrees to administer the program in accordance with policies detailed in the State Plan. On an on-going basis, this position will review all new federal and state regulations or directives for impact on the Maryland Medicaid Program and Maryland State Plan; review, analyze and evaluate the current State Plan; modify the existing state plan in response to changing federal policy; and track all development of a new state plan for Maryland Medicaid that is consistent with all applicable federal and state regulations and encompasses all provided services of the program. In addition, this position will be responsible for addressing high priority projects, which include developing and executing training for internal and external stakeholders on how to use the Department's electronic Provider Revalidation and Enrollment Portal (ePREP), managing all activities related to the Department's Hospital Presumptive Eligibility (HPE) program, and supporting the Payment Error Rate Measurement (PERM) manager throughout the federal audit process. This position conducts user acceptance testing (UAT) for ePREP, which includes executing tests, identifying bugs, reporting defects to the developer, and tracking fixes. This position is responsible for synthesizing complex system workflow and Medicaid business rules to develop and execute training for internal Office of Health Services (OHS) staff and external stakeholders on how to use ePREP. This position will coordinate monthly trainings, knowledge tests, website updates, new application, and responses to inquiries. Additionally, this position will monitor and evaluate hospitals' transition rates to full MA, hospital compliance, and corrective action plans (CAPs). This position will assist the PERM manager with survey and policy questionnaire submissions, conduct outreach to providers, and maintain accurate logs of provider outreach and medical record submissions. Additionally, this position will work with internal and external stakeholders to coordinate responses and deliverable submissions to PERM contractors. Finally, this position will draft and edit CAPs at the end of the PERM cycle. This position will work with lead analysts, Directors, Deputy Directors and Division Chiefs.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience performing qualitative or quantitative analysis.

NOTE:

Eighteen (18) credit hours towards a Master’s degree in Health Sciences, Health Care Administration, Public Policy or closely related field may be substituted for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
