Main Purpose of Job

The main purpose of this position is to support the Director of Policy and Government Relations through research, evaluation, analysis, and development of regulations and policies relevant to the Maryland Health Benefit Exchange. The position will research and evaluate federal and state regulations relating to the Affordable Care Act, individual and small group insurance markets, and Medicaid. The position will have the opportunity to work with the Maryland Insurance Administration, Maryland Department of Health, relevant federal agencies and consumer advocates. It is essential that the person in this position be able to acquire proficiency and knowledge concerning the Affordable Care Act, health insurance regulations, and Medicaid. The individual in this position must be able to analyze and anticipate the impact of critical portions of the Affordable Care Act on the health insurance market, Medicaid, small businesses and the uninsured in Maryland.

POSITION DUTIES

The incumbent for this position will be skilled in the following areas:

The principles of health care policy; Health care administration and management; Quantitative or qualitative analysis;

Organizing and presenting testimony; Analyzing and interpreting health care reports;

Analyzing and interpreting health care laws;Using computerized applications and software;

Documenting and defending health care policy proposals;

Using various methods in analyzing health care issues and developing appropriate recommendations; 

Comprehending technical documents; Communicating effectively; 

Establishing and maintaining effective working relationships with State, federal and private industry health care officials, employees and the general public.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • 2 years or more as a policy analysis with experience; interpreting and analyzing implemented laws, rules, and policies; with the ability to research issues; identifying and analyzing potential impacts of policies and programs at multiple scales and timeframes; and be able to draw conclusions;  identify options; and recommend solutions
  • Legislative experience and/or familiarity with the legislative process, including drafting legislative bill language and the preparation of fiscal notes and fact sheets; and, reviewing legislation for program impacts
  • Strong communication and interpersonal skills, including good judgment, ability to express ideas clearly and concisely, work collaboratively with people with diverse priorities and perspectives;
  • A Master's degree in health policy, public policy, healthcare management, public health, public administration, health economics, business administration or a relevant discipline. 
  • Previous experience with Medicaid and/or ACA policy development. 
  • Previous experience with the Maryland General Assembly and Maryland Legislative Process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
