Main Purpose of Job

The mission of the Office of Health Care Quality (OHCQ) is to protect the health and safety of Maryland's citizens and to ensure that there is public confidence in the health care and community service delivery systems. The mission is accomplished through regulatory, enforcement, and educational activities. OHCQ conducts initial certification, recertification surveys and complaint investigations. OHCQ receives federal funding to perform these activities. For the Federal programs, OHCQ is evaluated by CMS for Compliance with specific standards/processes within Medicare's State Operations Manual (SOM) and CMS's annual Mission and Priority Document (MPD). Failure to meet the CMS performance standards can result in OHCQ 's loss of federal funds. The employee functions as a direct report to the Assistant Deputy Director of Federal Programs and evaluates certain healthcare industries statewide including , but not limited to, hospitals, clinical and forensic laboratories, end stage renal disease, home health, hospice, and ambulatory surgery centers, in orders to develop, design, direct, and implement statewide polices, procedures, and processes to improve the quality of health care services and to enhance regulatory efficiency and effectiveness. The employee analyzes specialized data to ascertain validity, to determine compliance with state regulations, and to recommend changes in statewide policies, procedures, and processes. The employee also evaluates agency performance and develops and implements strategies to enhance organizational productivity and outcomes; develops and implements procedures to ensure consistent utilization of ASPEN software; evaluates and analyzes data to develop monthly status reports; and advises the deputy director regarding all units' performance.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTES:

1.  A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2.  A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
