Introduction

The mission of the Office of Health Care Quality (OHCQ) is to protect the health and safety of Maryland's citizens, and to ensure that there is public confidence in the health care and community service delivery systems. The mission is accomplished through regulatory, enforcement and educational activities. OHCQ conducts surveys and complaint investigations for health care facilities that have State oversight. These units have certain mandates and reporting requirements throughout the year that require focused attention leading to improving performance.

LOCATION OF POSITION

MDH/Office of Health Care Quality, State Programs Division, Catonsville, Maryland

Main Purpose of Job

The primary function of this position will include the evaluation of certain healthcare industries including, but not limited to, Assisted Living Facilities; Adult Medical Day Care Centers; and programs serving individuals with developmental disabilities, in order to develop, design, direct, and implement statewide policies, procedures and processes which will improve the quality of health care services and enhance regulatory efficiency and effectiveness.

This position also requires the evaluation of agency performance, and the development and/or implementation of strategies and procedures, in order to enhance organizational productivity and outcomes; ensure consistent utilization of Aspen software; evaluate and analyze data to develop monthly status reports; and advise the Deputy Director, in regards to the performance of all units. 

Lastly, this position requires the completion, evaluation, tracking and conduction of follow-up activities for PIAs, FOIA and subpoena requests. Additionally, this position is responsible for the grant program, smartsheet projects and litigation holds using Everlaw.   

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching, and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field may be substituted for one year of the required experience.

2. A Ph.D in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position will be able to gather, review and analyze data making recommendations on how to improve agency performance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
