Main Purpose of Job
The main purpose of this position is to provide health program and policy leadership and support to the Maternal and Child Health Bureau (MCHB). Responsibilities include planning, designing and managing the implementation of the Babies Born Healthy Infant Mortality Reduction Initiative (BBH), Fetal and Infant Mortality Review program (FIMAR), and the Child Fatality Review (CFR) Program, and the Child Medical Providers' Network program (CHAMP), ensuring that the programs are implementing evidenced based or promising practices and achieving their stated objectives. Responsibilities include tracking program performance metrics and budget expenditures, making recommendations regarding program performance and continued funding, and providing technical assistance and support to grantees to address identified barriers to successful program implementation. This position also provides expert consultation/technical advice on MCHB-related legislative polices, develops position papers, testimony and letters of support. In addition, this position staffs maternal and child health workgroups that are developed through legislation.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
Notes:
1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.
2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should have at master's degree in public health, public policy, or related field is preferred. At least three years of public health experience related to maternal and child health initiatives is preferred.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
