Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the position of Administrator I. This position serves as an assistant executive director of the Board of Barbers and the Board of Cosmetologists.

Main Purpose of Job

The assistant executive director of the Board of Barbers and the Board of Cosmetologists manages the administrative operations for both boards in the unit. The position will plan, organize, implement and supervise the interpretation and application of relative statute, regulations, and agency policy, directives and procedures designed to accomplish the mission of the agency. Incumbent will develop, modify and maintain plans to continually safeguard the public, to improve service and to utilize new technology where appropriate.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Directs and modifies all unit and inspections activities. Conducts all ongoing research and analysis necessary to develop and maintain/improve operational effectiveness with emphasis on the key principles of service delivery. Exercise budgetary control and oversight for the unit expenditures. Communicate noteworthy occurrences to the executive director, office of the commissioner, legal counsel, external customers and respective boards as necessary.
  • Coordinate recurrent board meetings. Supervise the preparation of the agendas, minutes, and related materials. Actively participate in all public and executive board meetings. Coordinate requests from the boards. Serve as a liaison with board members and administration to communicate activities, proposed legislation, regulations, compliance activities and special projects. Conducts research and analysis to determine the agency and industry impact of proposed statutory or regulatory items. Prepare proposed statutory or regulatory documents in a final format for legal and executive review.
  • Assess viability of current systems; repurpose interactions to achieve value added output. Develop, design or implement cost effective technical improvements and automation within the unit. Recommend new policy standards and workflow procedures using new technology where appropriate. Coordinate the use of electronic data systems for the unit and ensure appropriate system access based on task requirements and separation of duties.
  • Ensure that internal and external communications are timely, accurate and consistent with administration priorities, mission and goals. Monitor and track incoming communication and quality of responses. Work with staff to develop proactive and reactive messaging and outreach strategies. Promote the work of the agency through frequent contact with interested groups and individuals. Respond to governor, secretary, and commissioner correspondence as assigned. Ensure responsiveness, accuracy, and conformity with the freedom of boards, counsel, offices of the commissioner and secretary.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Customer Service experience

Two (2) years of direct supervisory experience

One year of experience applying rules and regulations or exercising responsibility for the development of policies or procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
