This is a position specific recruitment for the Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Services is currently accepting applications for an Administrator II. This position plans and directs the development, execution and analysis of the Department of Natural Resources $110+/-million annual capital budget, including oversight and direction to directors and program managers for the five capital units within DNR who are developing and administering capital budgets and all fiscal officers who are supporting their efforts. In addition, the position oversees and manages the inventory operations for the Finance and Administrative Services unit. Additional duties include the accounting for fixed assets, which requires that the position act as a cross functional lead to unit fiscal officers in the accounting of the capital fixed assets. This position also acts as the procurement officer for the solicitation and awarding of contracts for capital projects.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

Experience building budgets.

Experience maintaining inventories.

Capital Project Procurement experience.

Experience using the Statewide Accounting System applications, Relational Standard Accounting and Reporting System (R*STARS) and Advanced Purchasing Inventory Control System (ADPICS).

Experience using the Capital Budget Information System (CBIS).

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland State employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
