The Department of Labor, Licensing and Regulation, Division of Occupational and Professional Licensing is accepting applications for an Administrator II position. This position will function as Chief of Operations for the five Design Boards and Pilots Board.

Main Purpose of Job

This position serves as chief of operations for the five Design Boards and the Pilots Board. It is responsible for helping to set policy, develop plans and implement programs that license almost 25,000 professionals in Maryland and monitor their performances to ensure that the public can trust the services of engineers, architects, land surveyors, landscape architects, interior designers and Chesapeake Bay Pilots. The position represents and acts on behalf of the Executive Director with the Boards appointed by the governor, Boards' staff, legal counsel, and external agencies and groups involved in licensing, training, examining and monitoring professionals. It requires broad knowledge of the licensing statues, regulations and policies as well as management and administrative skills to oversee several complex and disparate processes simultaneously.

POSITION DUTIES

Duties of this position include, but are not limited to:

Supervises the administrative officers and staff of the six Professional Boards. Must understand the statutory, regulatory, and policy requirements for each Board as well as the processes mandated by national professional testing groups. Develops plans and processes to implement these requirements for more that 12,000 licensees, 1,500 exam candidates, dozens of serious complaints against professionals.

Assists the Executive Director in the development of policies, plans and programs for the unit including Information Technology. Acts on behalf of the Executive Director whenever necessary before the Bards, Board Committees, DLLR interactions, and with external agencies and organizations.

Primary review of complaints against professional engineers, land surveyors, architects, landscape architects, interior designers and pilots. Is responsible for initial decision to proceed or reject the complaint; works with the Board counsel, administrative officer, staff investigator, and Board Complaint Committee to develop a fair and comprehensive file or information pertaining to complaints so that the Board may decide its merits fairly. This requires full knowledge and understanding of the laws and regulations of the six Boards and independent analysis and recommendations affecting the livelihood of Maryland professionals.

Manages and oversees continuing education audits for the design boards and the Board of Pilots. This involves ensuring that audit documentation is received, processed, reviewed, and that licensees who do not comply are handled appropriately according to established guidelines.

Prepares statistical, financial, and management reports analyzing operations and performances that require independent research for documents, data bases, and individuals in and out of DLLR.

Oversees the preparation and transmittal of records to State Archives and State Records Management Center in compliance with agency and department retention schedules. Assures that Board staff maintains accurate records of documents shipped to facilitate easy retrieval.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The candidate must have at least one year of experience managing a customer service-oriented government program or other organizational program and one year of experience developing, implementing, and evaluating policies, plans and programs.

Any unpaid debt may have an impact on whether or not a candidate is offered employment.
