Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 200,000 active members and more than 150,000 retires and beneficiaries.

The Agency's Special Projects Unit is recruiting to fill an Administrator II (Supervisor, Special Retirement and Voucher Processing Section) position.

Main Purpose of Job

This position supervises, manages and controls the operations of the Special Retirements and Voucher Processing Unit within the Special Projects Unit. This sections responsibilities include but are not limited to, managing the Deferred Retirement Option Program (DROP) that includes all enrollments and terminations from the program, the journaling of money for DROP participants each month, the payment of funds to terminate members and the issuance of annual DROP statements. Additionally the position manages the review and completion of all manual benefit payments for retirees and beneficiaries, managing wage file data and investigating re-employed retirees to determine if they've exceeded their earnings limitation, reviewing all records on the active/retired match to determine employer errors, reviewing and auditing accounts for compliance with IRC section 415 benefit limit calculations and managing special projects.

POSITION DUTIES

The Supervisor will oversee a team of employees, handling their day-to-day questions, leave requests and other issues that may arise. The incumbent will conduct training sessions in both group format and one on one format in order to assist employees in learning new skills and completing their duties as assigned. They must also be fair and positive in their interactions with staff and provide an example of exceptional professionalism in the performance of their duties. The supervisor will be responsible for creating, modifying and updating procedures for the Special Retirement and Voucher Processing Unit.  The incumbent must be able to demonstrate excellent communication and customer service skills to interact positively with the Agency’s customers. Additionally the individual must be extremely organized, detail oriented, and able to work in a fast paced, deadline oriented, and sometimes stressful work environment.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • A bachelor’s degree from an accredited college or university;
  • At least two years of experience supervising or leading staff;
  • At least two years of demonstrated experience working with Microsoft Office software, including Word, Outlook, and Excel.

LIMITATIONS ON SELECTION

This recruitment is limited only to current employees of the Maryland State Retirement Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
