Introduction

This is a position specific recruitment for the Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Tawes State Office Building, 580 Taylor Avenue, Annapolis, Maryland (Anne Arundel County)

Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Services (FAS), is currently accepting applications for an Administrator II.

This position supervises federal grant accounting functions for DNR. This position also establishes policies and procedures in the accounting for federal grants and prepares the annual G-8 federal grant reconciliation for the Comptroller of the Treasury.

Duties include:

  • Preparation of the annual indirect cost proposal for DNR
  • Participation in the audit process by providing auditors with explanations of procedures, documentation of transactions, and formulating corrective action plans for audit exceptions
  • Reviewing and approving the monthly, quarterly and annual financial status reports required by federal agencies
  • Supervision of two grant staff members
  • Acting as the liaison with the Governor's Grants Office
  • Providing fiscal support to the Director and Deputy Director of FAS

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

If not using substitution 2 or 3 noted above, then one year of the required experience must include grant accounting work.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

  • Experience using the Statewide Accounting System application, R*STARS
  • Supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
