Main Purpose of Job

To administer and direct four major statewide programs under the Weights and Measures Laws. The activities of this position ensures that the Chief of Weights and Measures is kept abreast of and responds to developments at the state, national and international levels. Assist the Chief in managing segments of the entire program as needed and as assigned. In the absence of the Chief of Weight and Measures may assume some or all of his duties when deemed necessary.

POSITION DUTIES

Statewide responsibilities for the direction of the activities of the measuring device program. Develop and update written test procedures. Review and develop test reports and test procedures. Coordinate work plans for the Weights and Measures staff.

Communicate orally and in writing with members of the field staff, business, industry, state and federal government agencies, elected representatives and the general public.

Administer the service agent, device and technician registration program.

Provide training and testing to new measuring service technicians applicants; provide technical information on complex inspection procedures to Weights and Measures staff and private industry personnel; provide written response to consumers, industry officials, elected representatives, and for the Secretary Agriculture.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least two years of experience in a Federal, State or Regional Weights and Measures Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
