Main Purpose of Job

This position functions as the Fraud Examiner Supervisor for the Bureau of Investigative Services Unit (BIS), Office of the Inspector General (OIG) within the Department of Services (DHS). The incumbent in this position conducts reviews, examinations, and investigations in order to objectively monitor, verify, and analyze allotment of State and Federal funds disbursed through DHS; ensures department financial integrity with regard to preventing and investigating fraud and other misconduct against DHS; protects DHS programs that must be free of financial and other types of abuse; and contributes to ensuring DHS customers achieve independence. This position assists OIG’s mission to protect the integrity of DHS and to detect, deter, and reduce financial loss to the State.

POSITION DUTIES

Ensures the development of an investigative work plan to conduct reviews, examinations and investigations; analyzes and interprets program policies and procedures within DHS to assure payment accuracy and compliance with appropriate Federal and State laws.

Analyzes disbursements related to suspected fraud, but not limited to: programs administered by the Family Investment Administration, Child Support Administration, Social Services Administration, Maryland Department of Education and the Maryland Department of Health.

Analyzes allegations of misconduct to assure any misuse of State funds and other resources are resolved.

Reviews management referrals to improve timely resolution of fraud cases; works closely with fiscal system and staff to obtain documentation of suspected financial loss.

Establishes and maintains an investigative network of representatives to include: Social Security Administration, U.S. Department of Agriculture, State’s Attorney's Office, Attorney General’s Office, Internal Revenue Service, State and local law enforcement and citizen’s groups; and plans, organizes, and conducts on-site evaluations of information to make determinations of fraud, misrepresentation and misconduct.

Reviews computer generated program data, other disbursement information, and payment sources.

Applies knowledge of criminal law and Department program policies to establish violations of criminal statutes, Intentional Program Violations (IPV), Federal regulations and State rules and policies.

Completes statistical and analytical reports for distribution to authorities involved in prosecutions and administrative actions related to eligibility and other financial transactions.

Completes summons (civil and criminal) and applications for arrest warrants.

Requests the issuance or subpoenas for case information and work with police officers to complete investigations.

Confers with State’s Attorneys, private practice lawyers, Local Department of Social Services staff, Court Commissioners, Judges, and law enforcement officials while conducting investigations, and develops evidence to complete investigations and determine financial losses.

Responds to inquires, makes determination relating to inaccuracies and discrepancies in various records and documents being evaluated for potential overpayments.

Posts information to various records; makes corrections to payment information, posts fees and payments to accounts, keeps financial records, and develops evidence to determine financial loss.

Testifies at grand jury hearings, preliminary hearings, court trials and administrative hearings to verify information in support of allegations of fraud or misconduct.

Confers with Division of Parole and Probation and Central Collection Units to complete restitution and overpayment orders; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Two years experience in reviewing, examining and investigating fraud for a human service agency.

LIMITATIONS ON SELECTION

Limited to current Department of Human Services, Office of the Inspector General employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
