Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 192,000 active members and more than 166,000 retires and beneficiaries.

Main Purpose of Job

This position serves as the manager of the Retirement Processing Unit in the Benefits Processing Division. The Retirement Processing Unit is composed of three sub-Sections: Estimates Processing, Final Retirements Processing, and Retirement Revisions Processing. This position reports directly to the Director of Benefits Processing.

These three sections process approximately 17,000 estimate requests annually, retire 6,000 members annually, and revise the retirement records of 4,000 payees annually. This position provide leadership and technical direction to the supervisors of these three sections to make sure that requests are being processed timely and accurately so that members can make informed decision about their pension benefits and that payees receive the correct monthly retirement allowance.

POSITION DUTIES

This position is responsible for, but not limited to, the following duties:

*  Manages staff assigned to the Retirement Processing Unit;

*  Develops and maintains written Unit procedures and policies;

*  Manages processing activities assigned to the Retirement Processing Unit to ensure timely and accurate processing of transactions in compliance with established procedures;

*  Effectively communicates via written and oral communication to both internal and external customers;

*  Monitors and reports statistical data related to production volumes;

*  Acquires and maintains a complete understanding of pension law and regulations;

*  Completes special projects and other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

At least one year of experience must be as a lead worker and/or supervisor involved in the administration of a defined benefit plan.

LIMITATIONS ON SELECTION

This recruitment is open only to current employees of the Maryland State Retirement Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
