Main Purpose of Job

This position plans, administers, implements, analyze, and make recommendations concerning the policies, procedures and program decisions of the Maryland Agricultural Land Preservation Foundation (MALPF), as established by the Maryland General Assembly and the Foundation's Board of Trustees. This position has responsibility for soliciting, acquiring, managing, and monitoring agricultural preservation easements of prime farmland in cooperation with the Foundation's county partners to meet its statutory objectives: to preserve the land resource base for Maryland's agricultural economy, limit sprawl development, and protect agricultural land and woodland as open space. This position will be also be responsible for administering the Program in 7 to 9 Counties in partnership with county program administrators. The distribution of responsibilities among administrators is subject to change at the discretion of the Executive Director.

POSITION DUTIES

Provides general oversight and guidance for county program administrators soliciting and processing new easement applications.

Determines if properties for easement application meet Maryland Agricultural Land Preservation Foundation (MALPF) eligibility requirement.

Designs, develops format, and provides the easement offer sheets with complete valuation and funding information for presentation and consideration of the MALPF Board of Trustees in reviewing and approving offers to landowners.

Provides expertise and recommendations, conducts analyses and studies, and provides information concerning the Foundation's program.

Verify eligibility of landowner requests to ensure consistency with current law, regulation, and established policy.

Maintains and updates publications and web site.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience with real estate transactions and related legal documents such as title work, property descriptions/surveys, settlement sheets, title insurance policies, deeds of easements and appraisals.

One year of experience working in the land conservation field, specifically regarding the acquisition and stewardship of conservation easements.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
