Main Purpose of Job

The main purpose of this position is to administer the DUI State Program Review and the Federal Program Review of Benefits, Timeliness, and Quality (BTQ) and supervise the employees of that unit. This position also directs and monitors the results of both reviews making recommendations for corrective action to management regarding trends, and errors found during the review. The Benefits Timeliness and Quality (BTQ), Nonmonetary Determinations Quality Review Program for the State of Maryland, as mandated by the U.S. Department of Labor (DOL), ensuring that staff review and audit agency compliance within the Desired Levels of Achievement (DLA), established by the U.S. DOL such as: performance, promptness and validation. This position will also ensure compliance with participation in BTQ cross-regional reviews annually. Continued funding of the UI program depends on agency compliance with DOL BTQ measures.

POSITION DUTIES

- Administer the planning, development, direction, and conducting of the Unemployment Insurance Program State Review. Develop methodology to review and analyze the claims process from beginning to end, focusing on the five eligibility criteria: separated for no fault of their own, able and available, monetarily eligible, registered for work and actively seeking work. Reviews will be conducted on a state wide basis.

-Direct and supervise staffs who conduct the quarterly federal Benefit Timeliness & Quality (BTQ) review for Maryland, reviewing critical functions and ensuring agency compliance in the areas of performance, promptness and validation, standards established by the U.S. DOL (US Department of Labor). The BTQ Appraisal requires in-depth, specialized training on Unemployment Insurance laws of all states.

 -Represent Maryland nationally when conducting the BTQ review and other programs related to quality measurement and review. 

-Supervise and direct cross training efforts with the BAM unit, in .conjunction with BAM Supervisor.

-Oversee the preparation of written reports of the findings of all studies conducted, in order to ensure agency compliance with U.S. DOL and agency standards.

-Serve as SME on various UI policy committees to assist in the rewrite and construction of new policy in order to be in compliance and consistent with U.S. DOL Unemployment Insurance Program Letters (UIPL's).

-Some in state and out of state travel is required. Conduct virtual training of staff as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have two (2) years of experience in applying and interpreting departmental policies state laws, rules and regulations in order to adjudicate render a decision on a matter.

DESIRED OR PREFERRED QUALIFICATIONS

The candidate must have experience monitoring and analyzing data.

The candidate must have experience using Microsoft software.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
