Introduction

This is a position specific recruitment for the Department of Natural Resources, Fishing and Boating Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Fishing & Boating Service is currently accepting applications for an Administrator III.

The Boating Stakeholder Coordinator provides effective guidance and program management to both internal and external stakeholders with regard to the sustainable use and enjoyment of all Maryland waterways. The Coordinator also provides expertise to develop and advance state strategies and build capacity for implementing best practices for successful outcomes. The Coordinator will assist to identify strategic goals, objectives. The Coordinator will be responsible for developing and maintaining relationships with community and business partners to enhance program offerings and meet agency goals.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience in small boat handling that includes chart plotter and navigation experience on the Chesapeake Bay and Tributaries is required.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.

1. Experience organizing and conducting public meetings using audio visual aids to present investigative reports and submitting evidence to support conclusive findings.

2. Experience working within the government sector, specifically regulatory experience.

3. Experience developing, marketing and delivering effective outreach and customer engagement strategies.

4. Experience maneuvering a truck while towing a vessel through traffic on highways and congested communities.

5. Proficient in personal computer skills including; Microsoft Business Suite and Google Suite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
