Main Purpose of Job

This position reviews and evaluates procurement issues and concerns on behalf of the Department of Human Services (DHS), Procurement Division to ensure that DHS' Procurement Division, Programs and Local Departments' of Social Services (LDSS) procurements are coordinated to meet all State requirements and obtains approvals in a timely manner that will assist the Department in completing its mission.

POSITION DUTIES

This position ensures all contracts and pending procurements are being monitored and tracked consistently and accurately; prepares and disseminates statistical and narrative data in preparing reports for use in monitoring and evaluating the activities of new and expiring contracts; serves as Procurement Liaison between the Program Senior Leadership, DHS Procurement Division and LDSSs to ensure the procurement of the appropriate services, supplies, equipment, etc., for new or existing contract; serves as Procurement Liaison for Procurement Reporting timely completion and submission of DHS agency procurement reports required by other State agencies to include analyzing and manipulating the report data (717/710) located on the Governor's Office of Minority Affairs (GOMA) website that are necessary to complete the Small Business Reserve (SBR), etc.; reviews, analyzes and enters data into the Procurement Tracking System for existing and proposed procurement contracts submitted by DHS Programs; assists Program Senior Leadership and DHS Procurement Officers in the advanced planning for upcoming procurement actions; conducts monthly contract status update meetings to review and discuss the results of analyses regarding contract status, renewal due date submission, contract compliance, modifications, etc.; notifies the Procurement Office and/or upper management of incomplete or late procurement requests; prepares and disseminates statistical and narrative data for use in evaluating the activity of new and expiring contracts; reviews the Procurement Tracking System to ensure accuracy and timely processing of contract procurements; verifies corrections of any deficiencies or inaccuracies and responds to inquiries regarding contract obligations and revisions, working with the Procurement Office to ensure that all legal and contractual matters are addressed efficiently and promptly; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

  • Three years experience monitoring, evaluating and awarding contracts.
  • Three years experience analyzing and compiling data from other reports for procurement reporting.
  • One year of work experience with procurement tracking system.
  • One year of experience with Excel and SmartSheet applications with the ability to analyze data and prepare reports for use in monitoring the activity of new and expiring procurements.
  • Knowledge of the following: Small Business Reserve (SBR), Minority Business Enterprise (MBE), Veterans Small Business Enterprise (VSBE) and Preferred Provider programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
