Main Purpose of Job
This position will lead program and contract development and management for efforts around the new Senior Call Check Program and other new programs that are part of the Maryland Department of Aging's Innovation efforts. The employee will be expected to work efficiently in a well-organized manner to coordinate all aspects of the procurement for the Senior Call Check System. This includes development of the scope of work, Request for Proposals and bid review process. Additionally, the position will be responsible for working with the selected vendor and other relevant partners to develop the plan roll out state-wide, to implement a marketing plan to increase participation, and to prepare appropriate, research-based messaging in conjunction with local partners to effectively distribute critical information via the Senior Call Check system.
A strong background in procurement, program management, and contract management is necessary. Candidates must demonstrate strong written and oral communications skills. The employee will also lead or support other innovative projects to keep older adults healthy and in their homes and communities.
This position supports the Department's mission by implementing new initiatives to promote healthy, independent living among older adults. This position is part-time and will work approximately 30 hours a week.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Three or more years of experience managing large contracts including conducting contract evaluations. Program management skills with extra consideration given to candidates with PM Certification.
Knowledge of Maryland's aging population, aging policies, and public and private programs and services is preferred.
Two or more years of experience managing programs including developing policies and procedures, creating and implementing monitoring and reporting tools, and ensuring sound financial management.
Knowledge of current telecommunications technologies and trends is preferred.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
