Main Purpose of Job

The Recovery and Risk Manager has two primary responsibilities. First, to lead the State’s pre-disaster recovery coordination and post-disaster recovery mission area. Second, to manage MEMA’s comprehensive incident risk analysis program during consequence management operations, including for response and recovery. This position reports to the Director of Risk Reduction and Strategy.

 

  • This job posting is for a position with the Maryland Emergency Management Agency (MEMA), which will serve as the MEMA Recovery and Risk Manager.

  • MEMA is looking for a diligent, detail oriented individual who is excited about making Maryland a safer place to live and work by leading the State’s disaster recovery mission area and managing programs and staff who conduct comprehensive risk analysis during consequence management operations.

  • MEMA is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient.

  • This position is considered emergency essential, and may operate on 12 hour shift rotations in the State Emergency Operations Center (SEOC) in support of response operations. This position serves as a Duty Officer on a rotating basis.

POSITION DUTIES

Throughout the recovery cycle, this position is responsible for coordinating and leading the State representatives and agencies that advise the disaster recovery mission area as part of the State Coordinating Function Leadership Group. The Recovery and Risk Manager also ensures that successful disaster recovery planning occurs at the State and local levels.  

 

Tasks will include:

  • Providing strategic direction and oversight to all functions within the Recovery and Risk Branch, within the Risk Reduction and Strategy Directorate at MEMA.

  • Serving as the State Disaster Recovery Coordinator, as appropriate, following significant incidents.

  • Ensuring state recovery plans, including those at state agencies outside of MEMA, are developed and updated in-line with the State’s recovery mission.

  • Leading the recovery section of the State Coordinating Function Leadership Group.

 

Hazard and incident risk analysis occurs before, during, and after disasters. This position is responsible for developing and implementing a risk analysis program to inform decision-makers throughout emergency response and recovery. This includes managing a team that conducts ongoing analysis of risks that are currently or could affect Maryland and publishing products that can be used to inform planning efforts, such as hazard risk profiles and GIS products.

 

Tasks will include:

  • Ensuring the provision of incident analysis during consequence management operations.

  • Developing a systematic process for conducting ongoing analysis of hazards and risks currently or potentially affecting Maryland.

  • Supporting the development of policies and strategies to inform planning efforts.

  • Collaborating with others in the Disaster Risk Reduction Directorate on projects and programs aimed at building community resilience, conducting efficient long-term recovery, and reducing risk caused by disasters.

This position also supports MEMA programs, projects, and activities related to MEMA’s mission, and may be tasked to support other related MEMA programs, projects, activities, and duties as assigned.

This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).

In order to fulfill these responsibilities, this position requires strong communication, managerial, supervisory, and leadership skills, as well as strong analytical, technical, presentation, and planning skills and proficiency in the following software:

  • Basic word processing and document generation software, such as Microsoft Word and Google Docs; and

  • Spreadsheet software, including Microsoft Excel and Google Sheets.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  • Experience developing pre-disaster recovery plans or programs and conducting recovery coordination
  • Experience or expertise in conducting hazard or risk analysis
  • Experience in emergency management or a related field

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
