Main Purpose of Job

This position is responsible for the direction and day-to-day management of Units within the Department of Public Safety and Correctional Services Human Resources Services Division – Administration.  The Units include: Correctional Centralized Hiring; Employee Health Services; and Polygraph. The incumbent supports the Deputy Director in the management and development of all assigned staff and in division-wide policy development and implementation. This position functions as the full performance level of administrative work and supervises HR functions relating to pre-employment screening processes, interpretation of State policies and procedures, worker’s compensation, accident leave, leave bank, modified duty, employee benefits programs etc. and the overall implementation and monitoring of State Human Resources programs.

POSITION DUTIES

Advise management and executive level staff on the interpretation of the Memorandum of Understanding as it relates to Human Resources Services Division (HRSD)

 

Interpret State laws, policies and regulations pertaining to personnel management in the interview evaluation process.

Support the Executive Director of HRSD with back-up responsibilities in all areas of leadership and management of the various units within the Division.

Interpret State Personnel and Pensions Articles, Code of Maryland Regulations; and Department of Budget and Management Guidelines.
Develop, adapt and implement Departmental policies to meet unique agency needs.

Provide guidance, technical assistance and interpretation to the Departmental program managers, agency heads, division directors, and agency Personnel Administrators regarding all Human Resources issues to include: Department-wide recruitment and testing; staffing needs; employee health services; research and statistics (to include StateStat)
and the personnel services unit.

Manage staff assigned to employee Health Services and the Polygraph Unit.

Directly supervise four Human Resources Managers.
Work collaboratively with HRSD staff and DPSCS management to achieve stated objectives and goals.
Collaborate with the Executive Director of HRSD to prepare responses to the Governor, Department Secretary, Deputy Secretary, members of the legislature, and elected officials concerning complaints and proposed legislation and regulation unique to the Department of Public Safety and Correctional Services.

Supports the Executive Director of HRSD in planning and scheduling HR related meetings with executives and staff to review and clarify personnel practices and activities in Departmental agencies, providing advice and assistance as necessary.

 

Write performance standards and evaluates all HRSD Managers according to the Performance Planning and Evaluation Program. Collaboratively train supervisors and staff in the Performance Evaluation Process (PEP).

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience collecting and analyzing research studies or papers through generally accepted methodology.

DESIRED OR PREFERRED QUALIFICATIONS

Experience demonstrating expertise in performance measurement.

Experience with policy development.  

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
