Introduction

This is a position specific recruitment for the Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

This position has an option to work at one of the following three locations:

  • Tawes State Office Building, 580 Taylor Avenue, Annapolis, MD (Anne Arundel County)
  • Lewistown Work Center, 10932 Putman Road, Thurmont, MD (Frederick County)
  • Patuxent Office, 17400 Annapolis Rock Road, Woodbine, MD (Howard County)

Main Purpose of Job

The Department of Natural Resources, Fishing and Boating Services, is currently accepting applications for an Administrator IV position within the Freshwater Fisheries Program. This position functions as the Statewide Operations Manager and supervises six (6) staff within the Statewide Operations Section. The primary purpose of the position is to oversee staff in the investigation, monitoring, data analysis, technical reporting, and stakeholder outreach for select freshwater aquatic resources statewide.

Additional responsibilities include: develop, administer, and manage a budget for the Statewide Operations Section; assist in the development of federal aid grant proposals which largely fund freshwater fisheries management activities; ensure that staff perform federal aid grant duties according to prescribed requirements including preparation and submission of performance reports to federal aid coordinators; assist with the development of law or regulatory proposals to help meet fisheries management goals and objectives while considering the desires/needs of our constituents; assist with the development of education and outreach events and/or materials for anglers and the public to convey accurate, concise, and timely information specific to freshwater fisheries; direct work, research, and develop control strategies for aquatic invasive species; oversee staff that are responsible for select management activities associated with the Department's Fishery Management Areas (17 properties) across the state, and conduct and/or oversee environmental review within the Statewide Operations Section to ensure Freshwater Fisheries concerns regarding proposed projects are conveyed to regulatory agencies (through the permitting process) to help avoid and/or minimize negative impacts to the environment and natural resources.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years of the above general experience must include job duties specific to Fisheries Science/Fisheries Management.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications; please include clear and specific information on your application regarding the qualifications.

  • Master's Degree in a biological, environmental, or aquatic science
  • Coursework in Fisheries Science, Fisheries Management, Environmental Science, or Natural Resources Management

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
