Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA or Administration) mission is to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. The Infectious Disease and Environmental Health Administration (IDEHA) works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

The mission of the Center for TB Control and Prevention is to control the spread of tuberculosis in Maryland, prevent new infections and increase access of persons diagnosed with tuberculosis to care and treatment.

Reporting to the Center Chief, the main purpose of this position is to function as the epidemiologist responsible for the latent TB infection (LTBI) surveillance component of the Center for TB Control and Prevention. The position provides oversight of national and program-specific surveillance/reporting databases, analysis of Surveillance and program evaluation topics encompass the descriptive/analytic epidemiology and clinical management of LTBI, including screening, testing, treatment of persons at high risk for exposure or progression to active TB disease. This position analyzes data to plan for and make recommendations for targeted intervention to improve health of Marylanders. This position manages data and has responsibility for writing regular CDC required and other reports. This position works with other Center staff to develop appropriate policies/procedures regarding surveillance data management. This position functions as the primary LTBI surveillance focal point to CDC, supervises the LTBI Data Manager, and assumes responsibility for ensuring program policies and procedures adhere to state and national laws as well as guidelines and standards specific to data security, patient confidentiality, and electronic data management.

As the Maryland Project Coordinator for the CDC-funded Maryland site contract for the TB Epidemiologic Studies Consortium (TBESC); designs, implements, and coordinates national TB epidemiologic projects; oversees a budget of approximately 5 million dollars annually; collaborates with the Johns Hopkins School of Medicine and the University of Maryland Institute for Human Virology (consortium site partners); works closely with all TBESC staff, including physician epidemiologists, and RNs; provides technical support to TB surveillance staff as needed; conducts related projects and presents findings to national, state, and local health department staff; interprets data findings to create and implement interventions to improve LTBI screening and treatment outcomes in Maryland local health departments and community clinics; participates in local, state, and national TBESC meetings to eliminate TB in the United States.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Previous experience working with multiple partners from a variety of settings to include state and local health departments, academic institutions and other health care organizations such as hospitals and Federally Qualified Health Centers is preferred. Experience with SAS or comparable data management and analysis software desirable. Some experience supervising others needed. Must be able to work independently with minimal managerial oversight. Experience with technical writing in the form of grant applications, CDC or other reports, education and training materials or other documents preferred.  Prior experience working in TB surveillance, prevention and control programs at the state or federal level is also preferred.
