LOCATION OF POSITION

This position is with the Maryland Department of General Services, Facilities Operations and Maintenance Division, located at 301 W. Preston Street, Baltimore, MD 21201. 

Main Purpose of Job

This is an administrative position responsible for fiscal and budget activities within the Baltimore Public Buildings and Grounds unit of the Facilities Operations and Maintenance Division. The position will also provide administrative assistance to the management team of the unit as needed.

POSITION DUTIES

Duties for this position include, but are not limited to:

- Compile, track, and analyze financial information for the Baltimore Public Building and Grounds Division, which consists of eleven buildings with seven PCA’s, by tracking the appropriated budget. Develop projections of revenue and expenses. Prepare budget estimates and make recommendations to the Superintendent and the Assistant Superintendent to control expenditures. Prepare monthly operating budget recommendations under the guidance of the Facilities Operations and Maintenance Assistant Secretary’s Office.

- Process paperwork for accounts payable and accounts receivable using the FMIS/ADPICS system. Process monthly corporate purchasing credit card. Ensure all receipts are attached and monthly logs are completed properly. Verify all sub-object codes and receipt totals to monthly statements before turning them into the Assistant Secretary's Office and the Fiscal Department.

- Provide analysis of monthly divisional budget reports and populate a monthly budget tracking spreadsheet for the Baltimore Superintendent and the Assistant Secretary's Office.

- Assist the Superintendent by managing his daily calendar and monitoring the office for incoming calls. 

- Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Fiscal experience in the areas of accounts payable, accounts receivable, and budget is strongly preferred.   

2. Experience using the Financial Management Information System (FMIS) and Microsoft Office programs, including Access, Excel, PowerPoint, and Word, is strongly preferred.  

3. Effective verbal and written communication skills and the ability to multi-task and work independently is highly desirable.

LIMITATIONS ON SELECTION

This position is only open to current permanent and contractual employees of the State of Maryland. This recruitment is limited to applicants willing to accept employment in Baltimore City.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.  

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
