Main Purpose of Job

This position functions as the Executive Assistant to the Director of Calvert County Department of Social Services. This position provides administrative support to the program Assistant Directors within the agency and supports Human Resource functions for staff. In addition, this position functions as the agency contact for Calvert County citizens who want to lodge complaints, express concerns and seek solutions to problems related to the delivery of services by the Calvert County Department of Social Services. Duties require a working knowledge of the agency and state policies/procedures, independent judgment, ensuring deadlines are met by the Director as well as the Assistant Directors and Supervisors. This position coordinates a variety of administrative activities for the Director and ensures more efficient service delivery. This position also serves as the Primary liaison for Calvert County DSS at the Calvert County Emergency Operations Center.

POSITION DUTIES

Performs executive administrative support services for the Director, Assistant Directors, Supervisors, and Social Services Board of Directors.

Receives, screens, and determines importance of phone calls prior to disseminating the calls to the Director. Takes messages and returns calls on behalf of the Director.

Composes articles, reports, board agendas, and staff meeting agendas.

Proof reads correspondence and transactions for completeness and accuracy prior to distribution for the Director.

Interprets administrative decisions and policies to staff and transmits instructions with the authority of the supervisor to the staff when dealing with all aspects of office procedures and emergency situations.

Develops, revises, and implements office agency procedures that have been approved by the Director. Opens and screens the daily incoming mail.

Reviews and analyzes purchase requests and determines the most appropriate procurement method to use while ensuring compliance with State procurement procedures, laws and regulations for the purchase of services, supplies, maintenance, and equipment.

Assists with budget preparation by gathering information and preparing the annual closing reports related to commodity inventory and leave usage.

Serves as backup Agency Benefits Coordinator and backup Agency Retirement Coordinator.

Reviews and processes all timekeeping transactions and ensures they are in compliance with the rules and regulations in the Personnel and Pensions Articles and the Code of Maryland Regulations (COMAR).

Serves as the primary liaison for Calvert County DSS at the Emergency Operations Center during designated emergencies

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted  at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding these qualifications:

The ideal candidate will possess the following:

1. One year of experience performing Secretarial support to an Administrator, Senior Manager, or Director.

2. One year of experience handling confidential correspondence, reports, and other material of a confidential nature in an office setting.

3. One year of experience using Microsoft Office Suite (Word, Excel, and PowerPoint for example), Google Suite (Google Sheets, Google Docs, Gmail, Google Calendar, and Google Voice).

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
