Introduction

NOTE: While the position is full-time day-shift under day-to-day conditions, it is subject to an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

This position is primarily responsible for providing technical assistance to local jurisdictions submitting hazard mitigation grant program applications and monitoring these projects to ensure they comply with federal and state law and align with Maryland’s strategy for reducing risk by mitigating disasters. Tasks will include, but are not limited to:

 

  • Providing technical assistance and guidance to subapplicants interested in submitting projects to be funded by hazard mitigation grants.
  • Planning for and coordinating the development of mitigation project applications and subapplications, including advising and assisting with project development, and drafting of correspondence.
  • Monitoring grant-funded mitigation projects, including reviewing and submitting quarterly performance reports, verifying the eligibility of reimbursements and advances of funds submitted by recipients and subrecipients, and conducting site visits for monitoring purposes.
  • Supporting State Mitigation Program outreach programs and efforts.Working closely with subapplicants whose projects have been funded through FEMA-4261-DR-MD and FEMA-4279-DR-MD

This position works to ensure compliance with Federal statutes, regulations, including 2 C.F.R. Part 200, and the Federal Emergency Management Agency, Hazard Mitigation Assistance Guidance (published February 27, 2015).

 

This position also supports MEMA programs, projects, and activities related to MEMA’s mission, and may be tasked to support other related MEMA programs, projects, activities, and duties as assigned.

 

This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call, rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).  

 

This position requires strong communication and organizational skills, as well as familiarity with the following technologies:

  • Basic word processing and document generation software, such as Microsoft Word and Google Docs; and
  • Spreadsheet software, including Microsoft Excel and Google Sheets.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Emergency and disaster response and recovery operations as needed and/or assigned by Agency Executive Director, Directors, or Operations Personnel.
  • Coordinate with Maryland local jurisdictions to compile, complete, and send hazard mitigation project worksheets and projects to FEMA following a Major Disaster Declaration.
  • Support the Agency's statewide activities.
  • Support Maryland's strategic goals and objectives for homeland security.
  • Support and participate in Disaster Risk Reduction Directorate and overall Agency initiatives and programs.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  •  Experience working on hazard mitigation grant program projects or related grant programs at the Federal, state, or local level.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
