Main Purpose of Job

The Project Manager is responsible for providing transformational and transactional leadership to a dedicated team and develops successful business relationships within the community for maximum impact on the clients. This high-profile position will use servant leadership to execute program guidelines while meeting budget expectations. Provides quality customer service to both internal and external customers that meets or exceeds the standards set by the Department.

POSITION DUTIES

Independently plans, develops or supervises the conduct of studies and analyses of agency programs within the Family Investment Administration;

Participates in the formulation, establishment or modification of programs goals and objectives through analysis of alternatives, trends, available resources and projected program needs.

Consistently communicates with the Temporary cash assistance team to ensure that positive outcomes and goals are met as required by DHS/FIA

Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations; Advices departmental officials regarding administrative practices, procedures or policies;

Coordinates inter-agency transactions and provides liaison with officials in other agencies in the state, legislature, the federal government, private industry or local government agencies.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years or more experience in overseeing Customer Service Operations. Experience in counseling job seekers in order to remove barriers that may impede self sufficiency.

Experience Conducting/arranging comprehensive assessment of job requirements and customer's ability to assure an appropriate job match.

Experience communicating with assigned employers to ascertain hiring needs, requirements and preferences to provide qualified candidates to meet their needs.

Experience maintaining positive employer relationships which generate access to employment opportunities for Job Readiness Customers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
