Main Purpose of Job

The Administrative Officer I position with the DPSCS Investigations and Intelligence Division; receives, fulfills, and archives subpoena requests for the Global Telecom Link (GTL) jail calls. Maintains and tracks subpoena requests for mail covers, cell searches and provides testimonies regarding the certification of jail calls. This position is also responsible for adding, deleting and maintaining Security Threat Group (STG) validations and re-validations.

POSITION DUTIES

Serves as the global telecom link (GTL) inmate calling administrator for DPSCS.  Works collaboratively with representatives of GTL and the manager of the analytical and technical unit regarding policies and procedures with GTL.  Manages DPSCS accounts of with GTL to ensure they are current and in good standing.  Works collaboratively with the analyst of the analytical and technical unit to ensure that all persons requesting access to the GTL system have been properly vetted and are in good standing.  Ensures that  all subpoenas are properly tracked and fulfilled in a timely manner and in accordance with State and Federal laws.  Maintains the subpoena tracking report and methods to ensure all subpoena requests are properly recorded and updated.  Maintains the chain of custody for all jail call subpoenas to ensure they meet legal evidentiary standards.  Serves as the main point of contact for DPSCS employees, outside law enforcement agencies and attorneys requesting jail calls via  subpoena, as well as, access to the systems.  Responds to summonses and/or subpoenas for appearances from various court systems to provide court room testimony as an expert witness for the state of Maryland. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

6 months of work experience preparing and /or presenting court room testimonies to include; issuing and managing subpoenas

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

·        Work experience using Global Telecom Link (GTL) and/or Automated Gang Intel (AGI) Databases

·        Law Enforcement experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
