Main Purpose of Job

This position serves as a Program Specialist with the Department of Human Services (DHS), Office of Adult Services, within the Social Services Administration (SSA). The incumbent in this position is responsible for managing, guiding the implementation, and monitoring the performance of two Adult Services Programs within the 24 Local Departments of Social Services (LDSS): Social Services to Adults (SSTA) program, and In-Home Aide Services (IHAS) program. The Program Specialist establishes and institutes changes in regulations, policies, operational standards, and service delivery models across all Adult Services Programs; performs data collection and analysis; directs and implements the goals of the Adult Services Policy and Practice Initiative; represents the Office of Adult Services in the community by participating in workgroups, boards, committees, and other activities to foster independence and safety for the State's vulnerable adults; and provides State supervision, management, and direction to the LDSS's Supervisors and Administrators for the In-Home Aide Services and Social Services to Adults Programs.

POSITION DUTIES

Develops, updates and interprets policies, regulations, operational standards, and service delivery models for Local Adult Service Programs across the State; provides customer service to both internal and external customers that meet or exceed the standards set by the Department; identifies and develops solutions to service delivery barriers and resource needs; develops, guides implementations and monitors Adult Services programs delivered at the local level; monitors LDSS Adult Services Program effectiveness, achievement of outcome measures, and compliance with State regulations and program goals; provides technical assistance to local Adult Service staff in implementation of programs and resource development; participates in workgroups, boards, committees and other activities promoting the independence and safety of the State's vulnerable adults; develops, revises, plans, interprets Statewide program policies and procedures; maintains, collects and analyzes program data for program outcomes and budgetary purposes; develops specifications for the IHAS Purchase of Service Invitation for Bid (IFB) for the procurement of services by approved private vendors; analyzes and responds to prospective legislation that impacts both In-Home Aide Services, and the along with other partner services and agencies such as home care agencies, Maryland Board of Nursing, Maryland Office of Health Care Quality, Department of Aging, Department of Disabilities, and other related agencies; participates in the development, planning, and conducting of training of local staff on the Adult Services Policy and Practice Initiative (PPI), and provision of PPI technical assistance to local departments. Maintains up-to-date documentation of Social Services to Adult and In-Home Aide Services data to assist in the completion of Annual and other data reports; ensures the LDSS's compliance with Adult Services program guidelines, regulations, policies, and interagency agreements; researches and analyzes policy, social, economic and legislative trends, and best practices in service delivery; collects and interprets data from the Client Information System and Monthly Management Reports for Social Services to Adults; assists in the development of program requirements and features for information system modernization; oversees IHAS vendor contract compliance and performance, and manages vendor contracts; manages the statewide budget for IHAS by tracking expenditures and making allocation adjustments in order to remain within the appropriated State program budget; adjusts the LDSS's IHAS budget allocation based on local spending patterns; provides technical assistance to IHAS supervisors and administrators regarding management of local budget allocations; initiates and sustains partnerships with both public and private agencies and stakeholders; promotes public awareness of Adult Services' initiatives and developments by educating community partners, stakeholders and the public in multiple venues; develops and negotiates Memoranda of Understanding between SSA and State partner agencies; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

 Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

 

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications. 

 Two years of the required minimum qualification experience must have been in the supervision or administration of an Adult Service program, or in programs serving aging adults, or adults with disabilities (physical, cognitive, or behavioral).

DESIRED OR PREFERRED QUALIFICATIONS

 Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Experience in conducting or supervising the social work case management process with adults.

2. Familiarity with the information/data system needs of social service programs.

3. Demonstrated skills in effective time management, priority setting, multi-tasking, problem-solving and critical thinking.

4. Experience conducting and tailoring oral presentations to a wide array of audiences.

5. Strong written and oral communication skills.

6. Availability to travel statewide.

7. Experience with Microsoft Word, Excel, and PowerPoint.
