Main Purpose of Job

The main purpose of the Human Services Administrator II position is to manager, supervise and coordinate the activity of the Department of Juvenile Services' Youth Assistance Unit. The Unit initiatives include the Title IV-E Program, Medical Assistance for DJS youth, representative payee for youth in receipt of Social Security and Supplemental Security Income (SSI) and Child Support benefits.

POSITION DUTIES

Title IV-E is a statewide federal fiscal program providing Federal Financial Participation (FFP) for all youth with DJS who meet the federal criteria for the funding.  The Human Services Administrator II initiates and monitors corrective action needed to meet federal criteria, acts as liaison with the DJS Supervisor and Administrative Staff and the Department of Human Services (DHS) IV-E Staff on statewide implementation of U.S.P.L., 96-272, and provides consultation and assistance to local DJS management for improving IV-E reimbursement rates.  Coordinates with Department of Health (DH) and DJS to maximize assistance with the cost of medical services for DJS youth.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

 Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

 Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

1. Three years of experience managing, supervising or coordinating a DJS Title IV-E Program Medical Assistance for DJS Youth, Social Security and Child Support.

2. At least one year of experience with the maximization of reimbursement rates through the initiating and monitoring of corrective actions needed to meet federal and State criteria for statewide federal fiscal programs.

LIMITATIONS ON SELECTION

This recruitment is limited to only current MD Department of Juvenile Services Employees.

SELECTION PROCESS

Candidates shall be certified to the eligible list for a year.
