Main Purpose of Job

This position functions as the Assistant Director for the Department of Human Services (DHS), Family Investment Administration (FIA), Bureau of Quality Control. The incumbent in this position assists the Director in the administration of the direct delivery of services by overseeing production and assuring quality and timeliness for eligibility, arbitrates interpretation of Federal and State Quality Control policies and procedures and supervises the Quality Control Division Supervisors. The position requires a highly qualified, creative individual who can work independently, represent the agency professionally with Federal and State partners in meetings and expert knowledge of the Food Supplement Program and TCA policies and procedures; and able to travel throughout the state with overnight stays.

POSITION DUTIES

Oversees production, assures quality and timeliness in completion of field audits and evaluation reports for Federal and State Quality Control requirements; recommends corrective action and improvements in policies, systems, and procedures as a result of evaluations of audit findings; schedules and conducts group and individual conferences; interprets FIA, State and Federal policy transmittals; provides clarification and reinforces procedures; compiles and furnishes monthly statistical reports to the Director in order to assist in measuring the progress made by the Bureau of Quality Control; arbitrates differences in policy and procedure interpretation and other conflicting aspects of Federal Quality Control policies and procedures for Maryland's Food Supplement program and the Temporary Cash Assistance Program; evaluates job performance of the supervisors; develops training materials and conducts training; oversee special projects, such as the Elderly Simplified Applicant Demonstration Project; serves as the Director in the absence of the QC Director; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

 Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  1. At least four years of supervisory experience.
  2. At least two years of experience within the Bureau of Quality Control or with a Local Department of Social Services Quality Assurance Unit.
  3. Experience and use of personal computer software such as: Word, Excel and accessing mainframe computer programs, such as: Child Support Administration (CSA), Client Automated Resource and Eligibility (CARES), Enterprise Content Management Solution (ECMS), Program Integrity Reporting and Management Information Database (PIRAMID), State Verification Exchange System (SVES), Maryland Automated Benefits System (MABS), MyDHR.
  4. Demonstrates excellent written and oral communication skills.
