Main Purpose of Job

This position provides direction, coordination, and oversight for the Department of Human Services, Baltimore City Office of Child Support Services (BCOCSS). The Director is responsible for establishing and implementing policy/program initiatives designed to maximize performance in BCOCSS and to increase statewide collections via the Administrative Garnishment of Financial Accounts. The incumbent in this position monitors the programs to ensure absolute compliance with Federal and State law and any audit-related reviews; establishes and directs the State activities for the Court Referral Unit, Undistributed Collections Unit, Investigations Unit, and the Quality Review Unit.

POSITION DUTIES

Plans and directs activities necessary for the implementation of contracts or programs; manages the development of project scope, budget, and, schedules; identifies and secures resources necessary for implementation; monitors compliance with contract and grant requirements and any necessary corrective action plans; manages the development of any necessary regulations and policy for the programs in accordance with the project plan; provides ongoing training and technical support; directs and oversees an annual $8 million contractual privatization project in Baltimore City including monitoring of the contract to ensure contractor compliance and frequent onsite presence and meetings; oversees office functions operated and managed by 20 State workers (undistributed collections, investigations, and court activities) and 87 contracted staff (office conferences, correspondence, filing of child support orders and affidavits of paternity with the court via Office of Special Counsel), as well as work closely with the Office of Special Counsel; coordinates implementation of CSA initiatives with BCOCSS; handles and coordinates human resources related issues for CSA staff assigned to the BOCSS; works closely with Human Resource Development and Training, the HR Specialist assigned to CSA and the CSA Deputy Executive Director of Programs to conduct staffing assessments, address retention/promotional growth strategies of the Baltimore City office, and create staffing plans; and works closely with CSA Audit staff to assist with the coordination of audits and ensures appropriate corrective action plans are implemented within the BCOCSS.

Ensures appropriate adherence to Federal regulation, State statute, State policy and procedures, etc.; ensures emergency evacuation planning, continuation of operations planning and implementation, and proper space utilization of State staff or satellite locations; provides assistance and support to BCOCSS as necessary to activate continuation of operations plans when an emergency situation arises and travels to assist onsite as needed; directs and oversees various special projects and programs such as access and visitation and employment and training programs for non-custodial parents; ensures grant applications are developed to ensure the programs respond to the needs of the service population; submits grant applications and waiver requests to the Federal Office of Child Support Enforcement for use of incentive funding to support programs; serves on development and implementation committees for the Couples Advancing Together, Workforce Development, etc.; directs analysis of (WIOA) regulations and their impact on the Temporary Assistance to Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) E&T programs; oversees the preparation, coordination, monitoring and review of reports, surveys, Request for Proposals (RFPs), agreements, and other documents to ensure execution by entities both within and outside BCOCSS in a timely manner; coordinates occasionally with the Federal Administration for Children and Families, Office of Child Support Enforcement, Region III located in Philadelphia to ensure Special Projects are communicated and meet federally mandated requirements; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Eight years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

One year of the required minimum qualification experience must have been in writing and monitoring grants and contracts.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:  

  • One year of experience establishing, developing and implementing policies and program initiatives in the Title IV-D Child Support Program.
  • Strong customer service and communication skills.
  • Experience with prioritizing and multi-tasking effectively.
  • Experience with time management, priority setting and problem-solving skills.
