Main Purpose of Job

This position acts as the Assistant Director for Family Investment Administration and serves as a member of the senior management team. This position requires an individual who functions in a high-level, highly productive  secured environment, develops positive and trusting relationships with external stakeholders and expresses enthusiasm and confidence about the mission of the Department of Human Services (DHS), Family Investment Administration. The Assistant Director is responsible for the establishment, monitoring and oversight of goals, priorities, program and operational policies and procedures, budgets, contracts, expenditures, performance standards, audits and daily operations for each of the Family Investment programs in Cecil County which includes: Temporary Cash Assistance, Temporary Disability Assistance Program, Food Supplemental Program, all programs under Maryland Medical Assistance - Families and Children, Maryland's Children's Health Program, Long Term Care, Aged, Blind and Disabled, Supplemental Security Income, Qualified Medicare Beneficiary, Supplemental Limited Medicare Beneficiary and others, Emergency Assistance to Families with Children, and Workforce Development. The incumbent in this position responsibilities includes ensuring compliance with all Federal and State laws and regulations, direct and indirect supervision of all staff responsible for eligibility determination of all Family Investment programs and functions, employment activities, and other local initiatives, distribution of staff and workload to accomplish required outcomes, assuring services are provided in an accurate and timely manner to eligible Cecil County residents; and establishing and maintaining community partnerships in support of customer needs and agency goals.

POSITION DUTIES

Administers and interprets Federal and State law/policies governing public assistance eligibility, welfare reform initiatives and personnel management.

Assesses local policies and procedures for Family Investment and Partnership for Achieving Self-Sufficiency (PASS) plans and revise as necessary. Develops, maintains and monitors budgets and contracts for Temporary Assistance to Needy Families (TANF) and Work Opportunities Programs, Work Incentive Self-Help (WISH), Employment and Training (E&T) Supplemental Nutrition Assistance Program (SNAP),  Non-Custodial Parent Employment Program (NEPEP), Emergency Assistance to Families with Children and Welfare Avoidance Grants.

Supervises and directs the activities of Human Service Administrators, Human Service Specialist,   Family Investment Specialist Supervisors, and their staff.

Develops comprehensive service delivery strategies to meet customer needs in collaboration with Department programs. Coordinates the integration of Family Investment programs and activities within the Department and Community at large to support the mission of the agency.

Interfaces with DHS Central, Maryland Department of Health (MDH), Legislature, Local Government, Department Directors, Local DSS Board, community partners and businesses to meet the needs of all Cecil County citizens in accordance with the local vision, mission and strategic plan.

Participates in any and all activities, communities, meetings, etc., which facilitates the enhancement of Department programs and policies as well as directly benefits the staff of the Department and citizens of Cecil County.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years of experience in administrative, professional or technical work, three years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education, three (3) years of which must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

At least 4 years of supervisory experience.

Experience and use of personal computer software such as: Word, Excel and accessing mainframe computer programs, such as: Child Support Administration (CSA), Client Automated Resource and Eligibility (CARES), Enterprise Content Management Solutions (ECMS), Program Integrity Reporting and Management Information Database (PIRAMID), State Verification Exchange System (SVES), Maryland Automated Benefits System (MABS), My DHS.

Demonstrates excellent written and oral communication skills.
